Although the "wisdom" problem of learning software emerges endlessly.
App for learning, App for online classes, and even App&hellip for drawing water and running; … Although the development of App in schools is "smart", there are also problems such as too much development, improper use and harmful information. Recently, the first policy document that comprehensively regulates educational apps was released, clearly prohibiting educational apps from forcing users to authorize the provision of personal privacy information. Educational apps that require unified use shall not charge any fees to students and parents, and the recommended educational apps shall not be linked to credits, grades and evaluations.
More than 200 apps have been removed from the shelves.
Eight departments, including the Ministry of Education and the Central Network Information Office, recently jointly issued the "Opinions on Guiding and Regulating the Orderly and Healthy Development of Mobile Internet Applications in Education" to regulate education and various educational apps covering all academic periods. According to the opinions, educational apps are roughly divided into market competition and independent selection by teachers and students; School enterprise cooperation, school organization application; The school independently develops and deploys three types of school use.
According to the survey results of relevant departments, at present, some educational mobile Internet applications specifically for primary and secondary school students are chaotic, such as excessive entertainment, vulgarity, and the proliferation of sexually suggestive content. Relevant departments have carried out special rectification actions, investigated and dealt with more than 10 illegal platforms such as "interactive homework" and "classmate gangs", and removed more than 200 applications that seriously endangered the physical and mental health of young people.
In March this year, the Ministry of Education carried out a special survey on educational App, and selected 300 educational administrative departments and schools, including 100 universities, 10 units directly under the Ministry of Education, 62 educational administrative departments and 128 primary and secondary schools in vocational colleges, to investigate the development and application of educational App, collect news media reports and systematically sort out the problems existing in educational App. Lei Chaozi, director of the Science and Technology Department of the Ministry of Education, said that the number of apps in 89 colleges and universities is below 5, and a few colleges and universities have developed and introduced more than 20 apps, which has caused problems for teachers and students.
Parents of teachers and students should be consulted when choosing App.
The opinions are clear. Educational apps with minors as the main users should limit the duration of use, clarify the age range, and strictly control the content; The education App that implements training for all stages of education should review and register the subjects that provide services.
Educational App providers should establish a data guarantee mechanism covering the collection, storage, transmission and use of personal information; The purpose, method and scope of the collection and use of personal information shall be clearly stated, and the user’s consent shall be obtained; Do not force users to authorize in disguised form by default, binding, stopping installation and use, collect personal information irrelevant to the services they provide, violate laws and regulations and agree with users, and disclose, illegally sell or illegally provide personal information to others.
Educational administrative departments and schools should seek the opinions of teachers, students and parents when choosing educational apps, and make collective decisions by leading bodies; Educational apps that require unified use shall not charge any fees to students and parents, and shall not be implanted with commercial advertisements and games; The recommended educational App shall follow the principle of voluntariness, and shall not be bound to teaching management behavior, and shall not be linked to credits, grades and evaluation; In principle, educational mobile applications that undertake important services such as enrollment, examination registration, and performance inquiry should be managed by the education administrative department and the school itself; If it is really necessary to choose a third-party application, an exclusive agreement shall not be signed, or a single application shall actually monopolize the business.
Lei Chaozi said that the overall management of the integration and sharing of educational apps should also be strengthened, and the number of educational apps in this unit should be strictly controlled. Multiple apps should not be developed in the same business and at different levels. We will carry out a special clean-up of educational apps, focus on issues such as interest kidnapping, information disclosure and vulgar information, and create a clear online learning space for teachers and students.
"Face recognition" should be limited to specifications.
With the vigorous development of artificial intelligence, more and more face recognition applications began to enter the campus. In this regard, Lei Chaozi said, "Some AI did have face recognition when they entered the campus. We are organizing experts to conduct demonstration research. Schools should be cautious about this, which includes both data security and personal privacy. It should be restricted and regulated. "
The Ministry of Education will launch a special rectification, requiring that the collection of personal information by educational apps should follow the principle of minimization. The collection of personal information on a large scale should be approved by the collective decision of the leadership. The collection of personal information by third-party apps should sign a data security agreement with the school, and at the same time, it is not allowed to repeatedly take personal information from users, and the collection of personal biometric information is strictly restricted.
Lei Chaozi said that in the next step, the Ministry of Education will work with relevant units to study and formulate standards and specifications for educational apps and refine the implementation of work requirements.
