Beijing’s first parking autonomy only operates "dividends" for 800 households in unprofitable communities.
In May 2018, the Regulations on Motor Vehicle Parking in Beijing came into effect, allowing residential communities to set up parking autonomous organizations under the guidance of residents’ committees and villagers’ committees. The Xiaonanzhuang Community Neighborhood Committee in Haidian District took the lead in organizing the autonomous management committee, and the community residents acted as volunteers, taking on the tasks of home visits, parking space planning and charge management, and became the "water tester" and the first non-profit innovative parking autonomy model community in the city. Over the past year, parking and the overall living environment in the residential area have been improved, and neighborhood conflicts have been reduced.
On the morning of May 29th, the Self-management Committee distributed the annual income balance to 811 households in the whole community, and each household received a large barrel of cooking oil. However, behind the residents’ applause and fruitful results, many difficulties encountered in the implementation were not expected by the self-management Committee.
Associate Professor Chen Youhong from School of Public Administration, Renmin University of China believes that since the grass-roots power has been given from the system, the government should also pay close attention to supporting the hardware, so that the practice of parking autonomy in Xiaonanzhuang community can be effective for a long time and can be popularized.
On-site: self-parking for one year "dividends" for community residents

Liu Chunying, secretary of the Party Committee, introduced the situation of parking self-management in the community for one year, and thanked the parking self-management Committee members and administrators for their efforts and the cooperation of residents.
At the scene, boxes of bottled edible oil were piled up, which was the dividend-paying materials purchased by the self-management Committee for 811 households in the community with the surplus funds from parking autonomy for one year, fulfilling the promise of "sharing benefits" for all residents in the community at the time of preparation.
The volunteers at the conference were divided into six groups, and the residents lined up to sign the cooking oil according to the building number. Xiaonanzhuang Community in Haidian District is located on the west side of Suzhou Bridge in the North Third Ring Road. It was built in the early 1970s. More than 400 households shared less than 200 parking spaces in the courtyard. The contradiction has become increasingly prominent with the increase in the number of private cars in recent years.

The shortage of parking spaces not only brings inconvenience, but also makes the neighborhood more difficult to get along with. Before March 2018, Xiaonanzhuang Community hired a professional company to manage the parking spaces in the community, and charged 60 yuan every month. "But some residents feel that the parking space is in the community. Why do you collect money from an’ outsider’? So if you don’t pay, the car won’t get in, and you are stuck at the door, and people who pay the fees normally will not be at peace. Others, after paying the money, feel that they can park wherever they want. For convenience, they lock the parking space at their door, even if the parking space is empty, others can’t use it. " Resident Ms. Liu told reporters that over time, because of the problem of occupying parking spaces, neighbors who had a good relationship stopped talking when they met, which was very embarrassing. "Others who can’t find a parking space simply block the road, leaving no phone number, and knocking at the door at home will move the car."
Change: If foreign companies do badly, it is better to take care of themselves.
The problem is getting more and more prominent and the contradiction is getting more and more serious. Liu Chunying, secretary of the Party Committee and director of the neighborhood committee of Xiaonanzhuang Community, has been trying to find a way. "It is a fact that there are not enough parking spaces. We can only find ways to open source and intercept, increase parking spaces, and strictly control foreign cars." Liu Chunying said that in the past, outsourcing companies managed parking spaces, because the other party aimed at making profits, the restrictions on foreign vehicles were not strict enough. "Residents in the community charged 60 yuan money every month, and foreign vehicles paid 300 yuan money every month, which made considerable profits, but this infringed on the interests of residents in the community." So Liu Chunying thought, it would be nice if the parking spaces could be managed by themselves. Public resources are shared and controlled by everyone, which can maximize the benefits.
In 2017, when expressing condolences to the injured community resident Liu Hui, Liu Chunying learned that Liu Hui had done parking management before. "I said this idea, and Liu Hui also supported it. I think it will improve the parking chaos at that time, but how to do it is still unclear."
At the end of 2017, Liu Chunying learned that the upcoming Beijing Motor Vehicle Parking Regulations stipulates that "under the guidance of residents’ committees and villagers’ committees, residential communities can set up parking autonomous organizations to implement self-management and self-service for parking in residential communities. Self-management services can charge a certain fee for parking autonomy costs, parking facilities construction, etc., and the use and collection of fees should be regularly publicized in residential areas. "

Results: Autonomous increase in parking spaces has improved parking order.
Liu Chunying said that in fact, the parking management company has been unprofitable in recent years, because more and more residents don’t pay the money, and their opinions are quite big, and they can’t do it in the community. According to the contract, the service of the parking management company expires in March 2018. "At the end of 2017, we went door-to-door to visit more than 400 households with all households, asking for your opinions and wanting to see if the road of autonomy can work."
The "we" in Liu Chunying’s mouth refers to the members of the community party committee and the community policing team. Seven representatives with prestige, experience and ability were selected from the police team to start the preparations for the self-management committee, and 413 households were visited for comments, of which 356 households agreed, 5 disagreed, 1 abstained, and 51 households were home when they entered the house. On March 20, 2018, Xiaonanzhuang Community Parking Autonomy Management Committee was formally established. After officially taking office, the Self-management Committee has counted the parking spaces in the community and redrawn the lines. Liu Hui said that according to household statistics, there are more than 340 vehicles in the community. Since the establishment of the CMC, Liu Hui and six other members have received 400 yuan’s living allowance every month, and volunteers get 10 yuan’s "salary" for each hour. But I have an endless heart. "In the first four months, I was almost depressed. I was sick and rested at home. I wanted to do something for the community, but I didn’t expect it to be so difficult." Liu Hui said that the self-management committee could not get everyone’s approval at first, but after painstakingly explaining it, it would still be criticized. "Everyone thought we were profitable in doing this, and we left a parking company, so we continued to make money here.". It is also based on this concern that the living allowance standard of Liu Hui and other members of the self-management committee is not proportional to their workload.
"Some people think that since it is for the residents of the community, it should be free. I can stop in front of our house as I want." Liu Chunying said that they have made great efforts just to persuade residents who have such ideas.
Liu Hui is worried that, under such circumstances, it is difficult for the members of the self-management committee to maintain their enthusiasm, and they are "hard to please, and their hearts can be wronged".
In addition, some practical problems have also caused Liu Chunying a headache. "There are parking spaces. In the next step, we want to make parking safe. We wanted to find an insurance company for’ parking field insurance’, but this kind of insurance can only be obtained by industrial and commercial registration Company, and we can’t buy it."
Liu Chunying is optimistic about the future. "Perhaps we have taken the step of autonomous management earlier. In the future, more communities will gradually join, and many difficulties at present will no longer be a problem."
Industry: The first unprofitable parking autonomy model is worth popularizing.

Considering that the research results may encounter some practical problems in practical application, there is no rush to promote them in other communities. At present, this model works well with the full cooperation and active promotion of community neighborhood committees, which is recognized by residents. Although there were some minor problems, they were all adjusted and solved in time. The next step is to hope that this model suitable for parking autonomy in old communities can be promoted in more communities and solve the problem of disorderly and unattended parking in hospitals for more residents.
Chen Yuanyuan believes that the Beijing Motor Vehicle Parking Regulations issued last year provided legal protection for parking autonomy in old residential areas, but how to implement parking autonomy in the Regulations to the practical level is always a subject that needs to be solved. It is hoped that the relevant departments will investigate the successful experience of parking autonomy in Xiaonanzhuang as soon as possible and formulate policies and rules to promote parking autonomy in the old residential areas of the city.

Secondly, there must be a legal basis, and the promulgation of the Beijing Motor Vehicle Parking Regulations clarifies the legal subject. In addition, although Xiaonanzhuang has limited resources, the actual gap is not too big, which is also a very important factor. Otherwise, there will still be many contradictions after the solution. Regarding the difficulties faced by Xiaonanzhuang community, Chen Youhong suggested that since the "Regulations" have been promulgated, the supporting measures should also be kept up in time, and the relevant government departments should help the community formulate institutional and regular measures to deal with risks. What kind of license should the self-management Committee have, what kind of signs should be set up in the residential parking lot, and how to buy insurance should all be detailed.
In addition, Chen Youhong thinks that the government should give the lowest guidance price for self-management parking to ensure the orderly progress of self-management "I think the parking charge price in Xiaonanzhuang community is low at present. According to Chen Youhong, it is a typical "neighborhood problem" that residents’ interests cannot be reconciled.
