The Central Committee of the Communist Party of China’s Resolution on the Great Achievements and Historical Experience of the Party’s Hundred Years’ Struggle (hereinafter referred to as the Resolution) points out that since the 18th National Congress of the Communist Party of China, Socialism with Chinese characteristics has entered a new era, and the CPC Central Committee with the Supreme Leader as the core has "promoted historic achievements and changes in the cause of the party and the state", and made a comprehensive and profound explanation on this from 13 aspects.
These historic achievements and changes in the new era have provided a more perfect system guarantee, a more solid material foundation and a more active spiritual strength for realizing the great rejuvenation of the Chinese nation.

Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has stood at the overall and strategic height of upholding and developing Socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation in the new era, vigorously promoted theoretical and practical innovations in socialist cultural construction, constantly pushed forward the construction of a strong cultural country, and wrote a new chapter of cultural prosperity in the new era.
The Resolution sorts out and summarizes the background, overall requirements, strategic measures and major achievements of our party in promoting cultural construction in the new era.

(A) culture is the soul of a country and a nation.
After the reform and opening-up, the Party insisted on attaching equal importance to both material and spiritual civilization, promoting the prosperity and development of socialist culture, inspiring the national spirit and rallying the national strength. At the same time, there are also some problems that cannot be ignored.
The Resolution bluntly pointed out: erroneous thoughts such as money worship, hedonism, extreme individualism and historical nihilism have appeared from time to time, and there have been a lot of chaos in online public opinion. Some leading cadres have vague political positions and lack the spirit of struggle, which has seriously affected people’s thinking and social public opinion environment.
Since the 18th National Congress of the Communist Party of China, General Secretary of the Supreme Leader has accurately grasped the trend of ideological and cultural interaction around the world and profound changes in China’s social ideas and concepts, placed Socialism with Chinese characteristics’s cultural construction in an extremely important position in governing the country, raised the flag, and made a series of important speeches around building a socialist cultural power, clearly pointing out that:
"Culture is the soul of a country and a nation."
"Cultural self-confidence is a more basic, broader and deeper self-confidence and a more basic, deeper and more lasting force. Strengthening cultural self-confidence is a major issue concerning the rise and fall of the national movement, cultural security and the independence of the national spirit. "

《决议》对新时代党推进社会主义文化建设的总体要求作出概括：
必须坚持以人民为中心的工作导向，举旗帜、聚民心、育新人、兴文化、展形象，牢牢掌握意识形态工作领导权，建设具有强大凝聚力和引领力的社会主义意识形态，建设社会主义文化强国，激发全民族文化创新创造活力，更好构筑中国精神、中国价值、中国力量，巩固全党全国各族人民团结奋斗的共同思想基础。

（二）建设具有强大凝聚力和引领力的社会主义意识形态
党的十八大以来，党中央召开系列重要会议，就意识形态领域的许多方向性、根本性、全局性问题作出部署，巩固和壮大了主流意识形态，主旋律更响亮、正能量更强劲，扭转了意识形态领域一度出现的被动局面。

(C) to create a clean and tidy cyberspace
The rapid development of the Internet has profoundly changed the way of public opinion generation and communication, and brought unprecedented influence to the exchange and confrontation of different cultures and values. The Internet has become the main battlefield of ideological struggle.
在互联网这个战场上，能否顶得住、打得赢，直接关系国家政治安全、文化安全、意识形态安全。最高领袖总书记鲜明指出：“谁掌握了互联网，谁就把握住了时代主动权；谁轻视互联网，谁就会被时代所抛弃。”
为此，《决议》特别强调：“过不了互联网这一关就过不了长期执政这一关。”
总书记要求，要坚持正能量是总要求，管得住是硬道理，用得好是真本事，科学认识网络传播规律，提高用网治网水平，推动互联网这个最大变量变成事业发展的最大增量。
《决议》对新时代党加强互联网领导和管理作出概括：
党高度重视互联网这个意识形态斗争的主阵地、主战场、最前沿，健全互联网领导和管理体制，坚持依法管网治网，营造清朗的网络空间。
高度重视传播手段建设和创新，推动媒体融合发展，提高新闻舆论传播力、引导力、影响力、公信力。

（四）用社会主义核心价值观凝心聚力
Core values are the spiritual bond that a nation depends on and the common ideological and moral foundation of a country. Whether the core values with strong appeal can be constructed is related to social harmony and stability and the long-term stability of the country.
In contemporary China, we advocate the socialist core values of prosperity, democracy, civilization, harmony, freedom, equality, justice, the rule of law, patriotism, professionalism, honesty and friendliness. Socialist core values embody the spirit of contemporary China and condense the common value pursuit of all the people.
The people have faith, the country has strength and the nation has hope. Our party regards cultivating and carrying forward the socialist core values as the basic project to gather the spirit and strengthen the foundation, and extensively carries out publicity and education on the socialist core values, constantly consolidating Socialism with Chinese characteristics’s ideological and moral foundation.
The "Resolution" expounds the major measures taken by the Party in the new era to lead the whole society to cultivate and carry forward the socialist core values and the great achievements achieved from three aspects.
— — The Party insists on leading cultural construction with socialist core values, pays attention to casting souls with advanced socialist culture, revolutionary culture and Chinese excellent traditional culture, extensively carries out publicity and education on Socialism with Chinese characteristics and the Chinese dream, promotes the normalization and institutionalization of ideal and belief education, improves the ideological and political work system, establishes and improves the system of honoring the party and the state, sets up a memorial day for martyrs, deepens the creation of mass spiritual civilization, builds a civilized practice center in the new era, and promotes the construction of a learning country.

The Resolution emphasizes: "Chinese excellent traditional culture is the outstanding advantage of the Chinese nation and the foundation for us to gain a firm foothold in the agitation of world culture. It must be inherited and carried forward in light of the new conditions of the times."
— — We implement the inheritance and development project of Chinese excellent traditional culture, promote the creative transformation and innovative development of Chinese excellent traditional culture, enhance the awareness of cultural relics protection in the whole society, and increase the protection of cultural heritage.

Since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee with the Supreme Leader as the core and under the scientific guidance of Socialism with Chinese characteristics Thought in the new era of the Supreme Leader, Socialism with Chinese characteristics has made historic achievements in cultural construction. The Resolution makes a concise summary of this:
"The situation in China’s ideological field has undergone an overall and fundamental change.
