Formulate the Social Credit Law of People’s Republic of China (PRC) and establish and improve the social credit system.
The establishment and perfection of social credit system is one of the important signs that China’s socialist market economy is constantly maturing. At present, the sweeping wave of Internet and the rapid development of information technology provide excellent support for the construction of social credit system, and the establishment of a relatively perfect legal system is the basis and prerequisite for the establishment of social credit system.

Accelerate the deployment and application of 5G to boost the development of digital economy
In recent years, from 2G following, 3G breakthrough to 4G synchronization, after the TD-LTE innovation process, China has accumulated valuable experience in information infrastructure construction and innovation, mobile communication promoting the development of mobile Internet and Internet of Things, which has profoundly changed people’s lives and laid a solid foundation for China to realize 5G scale commercialization in 2020. At present, China has initially shown a leading position in 5G technical standards, spectrum planning and industrial development. China Mobile attaches great importance to the development of 5G. At the just-concluded Barcelona Mobile World Congress 2018, China Mobile announced that it will build the world’s largest 5G trial network under the guidance of the government, and will carry out large-scale technical trials in cities such as Hangzhou.

Accelerate the spectrum planning of high, medium and low frequencies, use more medium frequency bands such as 3.6-4.2GHz for 5G networks, and make clear the spectrum planning of high frequency bands such as 26GHz and 39GHz as soon as possible, and reserve resources for industrial development in advance to better meet the needs of massive connections and diverse scenarios of large-scale machine communication.
The second is to overcome the technical and manufacturing difficulties in the high-frequency field and promote the development of high-frequency device industry. Increase R&D support for 5G high-frequency basic special materials and core chips, promote the core technological transformation of enterprises, improve the self-sufficiency and preparation technology level of special materials, and strive to realize the localization and scale of civil high-frequency devices at an early date.
The third is to accelerate the exploration of the integration and innovation of 5G and vertical industries and lay the foundation for the application of 5G scale.
