　　The "Miss Sister" webcast platform in Dandong, Liaoning Province performed obscene performances, with tens of thousands of online viewers every day: Jiang Moumou and others in Shangrao, Jiangxi Province organized a number of underage anchors to perform obscene performances through the live broadcast platform … … Today, the office of the national "anti-pornography and illegal publications" working group publicly reported seven cases of using the webcast platform to spread obscene, pornographic and vulgar harmful information.

　　A common feature of these seven cases is that they use the webcast platform to perform obscene pornographic performances or sell obscene articles for profit.

　　The National Office for Combating Pornography pointed out that the key points in the centralized action of "Combating Pornography and New Style" are to rectify the chaos caused by live webcasting, severely crack down on the use of illegal live broadcast platforms for obscene and pornographic live broadcasts, and strictly deal with the behavior of luring and rewarding through vulgar online performances. In the first half of this year, various localities and departments investigated and dealt with a number of such cases, and these seven cases are typical cases.

　　Fifty suspects were arrested in four cases.

　　In January 2020, the Zhenxing Branch of the Public Security Bureau of Dandong City, Liaoning Province, based on the clues found in the work, verified the case that the "Miss Sister" webcast platform in Dandong, Liaoning Province was suspected of spreading obscene articles for profit.

　　The investigation of Zhenxing Branch found that since January 2019, eight suspects, including Zhang Moumou and Yin Moumou, used the "Miss Sister" webcast platform to perform obscene performances, attracting viewers to brush gifts and recharge. The daily online audience reached tens of thousands, involving more than 200,000 yuan. At present, the public security organs have arrested eight suspects, including Zhang Moumou and Yin Moumou.

　　Also in January this year, the Public Security Bureau of Wannian County, Shangrao City, Jiangxi Province found according to reports from the masses that since August 2019, Jiang Moumou, Xu Moumou and others have organized a number of minor anchors to perform obscene performances through the live broadcast platform, by charging "room card fees" and rewarding the audience, illegally making profits of more than 70,000 yuan. The anchors organized by this criminal gang are mainly minors, and the illegal activity network is distributed in many provinces (cities) across the country, which is extremely bad in nature. At present, the public security organs have arrested 17 suspects.

　　On November 15, 2019, the Sanmen County Public Security Bureau of Taizhou City, Zhejiang Province, according to reports from the masses and through investigation, found that the "Goldfish" webcast platform organized more than 100 network anchors to perform more than 5,000 pornographic performances every day, and arranged special personnel to maintain the platform. At the same time, the anchor not only performs obscene performances on the platform, but also performs one-on-one obscene performances or sends obscene videos to large reward personnel. On April 20, 2020, the task force went to Guangdong, Sichuan, Shanghai and other places to carry out arrest work, and successively arrested 18 suspects including Yu and Ma.

　　In November, 2019, the jiaozhou city Public Security Bureau of Qingdao, Shandong Province carried out investigation and verification according to the clues found in the work, and the criminal suspect sought illegal benefits by selling obscene and pornographic online live broadcast aggregation software. This software aggregates more than 200 obscene and pornographic live broadcast platforms, with more than 2 million registered members and more than 50 million visits. All live broadcast platforms conduct obscene live broadcasts 24 hours a day. From December 2019 to May 2020, the public security organs successively arrested seven suspects.

　　According to the introduction of the national office of "eliminating pornography and illegal publications", at present, 50 suspects have been arrested by the public security organs in these four cases. The case is under further investigation.

　　"Peach Live" vulgar performance lures and rewards

　　According to the clue of the national campaign to eliminate pornography and illegal publications, the Culture, Sports and Tourism Bureau of Pidu District, Chengdu City, Sichuan Province, the Culture and Tourism Bureau of Baohe District, Hefei City, Anhui Province and the Culture and Tourism Bureau of Jinan City, Shandong Province respectively discovered and investigated a network performance case in which the live broadcast platform contained vulgar content.

　　On March 31st, 2020, the Culture, Sports and Tourism Bureau of Pidu District, Chengdu found that the "Momei Live Broadcasting" platform operated by Sichuan Visual Miracle Technology Co., Ltd. allows users to engage in online performances and other activities, and the platform charges related fees. During the operation of the platform, seven network anchors such as "Sweet 32438065" performed vulgar network performances in the platform. On April 21, 2020, Chengdu Pidu District Culture, Sports and Tourism Bureau ordered Sichuan Visual Miracle Technology Co., Ltd. to stop providing online performances containing vulgar content and fined it 20,000 yuan.

　　On February 27th, 2020, the Culture and Tourism Bureau of Baohe District, Hefei City investigated and found that from February to March, 2020, network anchors such as "Bam-Fairy Sister" and "Soft" performed vulgar online performances in the "Bambi Live" platform to entice viewers to reward gifts. The "Mabi Live Broadcasting" platform is operated by Hefei Yunyou Dream Network Technology Co., Ltd. On April 20, 2020, the Culture and Tourism Bureau of Baohe District of Hefei ordered Hefei Yunyou Dream Network Technology Co., Ltd. to correct its illegal business practices and imposed a fine of 10,000 yuan.

　　On February 29th, 2020, the investigation of Jinan Municipal Bureau of Culture and Tourism found that from January 31st to February 3rd, 2020, five network anchors, such as "Warm Little Evening Wishes Happy New Year" and "Sunshine Wishes You Rich", used the "Peach Live" platform to perform vulgar network performances to entice the audience to reward and recharge.

　　The "Peach Live" platform was developed and operated by Guangzhou Jiujun Information Technology Co., Ltd., and the relevant qualifications were provided by Jinan Yiqi Network Technology Co., Ltd. to be promoted to the Apple application market. The platform proceeds were all remitted to the account of Jinan Yiqi Network Technology Co., Ltd.

　　On March 24th, 2020, Jinan Culture and Tourism Bureau imposed an administrative penalty of confiscation of illegal income of 5,287.68 yuan and a fine of 10,000 yuan on Jinan Yiqi Network Technology Co., Ltd..

　　Seven departments carried out special rectification of webcasting.

　　While reporting these seven cases, the person in charge of the National Office for Combating Pornography pointed out that since the relevant departments jointly issued the Notice on Strengthening the Management of Webcast Services, the rectification of the live broadcast industry has achieved remarkable results by strengthening supervision and compacting responsibilities.

　　The person in charge said that in June this year, seven departments, including the National Office for Combating Pornography and Illegal Publications and the Central Network Information Office, launched a special rectification and standardized management action for the webcast industry for half a year in response to the outstanding problems in the industry, which were strongly reflected by netizens. In the next step, we will work closely together to further promote special rectification and standardized management, curb the breeding and spread of bad atmosphere in the industry, cut off the interest chain behind the illegal webcast platform, and investigate the legal responsibility of illegal elements according to law.
