In order to optimize the talent team structure, according to the spirit of the Interim Measures for Open Recruitment of Personnel in Public Institutions in Anhui Province (No.78 [2010] of Anhui People’s Social Development Agency), the relevant announcement is made as follows on the introduction of a high-level professional and technical talent to the society by the Provincial Real Estate Registration Center in 2022.

First, the recruitment principle

IV. Relevant conditions

In addition to meeting the requirements of the post, the recruitment target must also meet the following conditions:

Persons under any of the following circumstances are not allowed to apply:

V. Procedural methods

Take online registration, qualification examination, interview, physical examination, inspection, employment and other steps.

(1) Online registration

1. Registration time

From the date of this announcement to 17:00 on August 12, 2022, no supplementary report will be made after the deadline.

2. Registration method

Registration is conducted by online delivery. Applicants should fill in the Qualification Examination Form for Introducing High-level Talents in Anhui Real Estate Registration Center in 2022 (see attached table) and send the electronic version to the designated email address of the applicant, with the subject of the email: name+major+education/degree. The registration information filled in by applicants must be consistent with their actual situation, application conditions and post qualifications. Anyone who practices fraud will be disqualified once verified.

(3) Qualification review

The employer shall conduct a comprehensive review of the qualifications of the candidates according to the requirements of post conditions. Those who pass the examination will be informed in time to re-examine their qualifications. The time and place of qualification review will be notified separately.

The following documents must be provided during the qualification review: the original of my valid resident ID card, two recent 2-inch bareheaded photos with the same background, certificate of education (degree), relevant certificates (certificates) required by the recruitment position, certificates and other originals and photocopies. Which belongs to the organs and institutions in the official staff, but also according to the cadre and personnel management authority, to provide proof that the unit and the competent department agree to apply; Those who are full-time graduates in 2022 shall be supplemented with the original student ID card and the graduate employment recommendation form (degree certificate) stamped by their school. If they have not yet obtained the graduation certificate, they shall also provide materials such as my written commitment that the graduation certificate major is consistent with the applied post major and that the graduation certificate can be obtained before December 31, 2022.

(4) Professional testing

The professional test time is tentatively scheduled for late August 2022, and the specific time and place will be notified separately. Candidates must report to the designated place at the specified time with their valid ID cards. Those who fail to report on time are deemed to have given up automatically.

The professional test is conducted by structured interview. The interview time is 30 minutes for each person, with a full score of 100. The results are evaluated and announced on the spot. The interview mainly examines the candidates’ professional theoretical knowledge, professional knowledge application ability, scientific research ability, expansion ability and potential. The order of participants in the interview shall be determined by drawing lots on the spot on the day of the interview.

If the number of people actually entering the interview is equal to the number of job recruitment plans, the minimum score of the interview will be set at 70 points in advance, and candidates who do not reach the minimum score will not be allowed to enter the medical examination and inspection.

If the candidates’ interview results are the same, the order will be determined by the method of extra test.

(5) Physical examination.

According to the number of job recruitment plans and interview results, the physical examination and investigation objects are determined from high score to low score.

The physical examination shall be carried out in accordance with the Notice on Further Standardizing the Physical Examination of Open Recruiters in Provincial Institutions (No.208 [2013] of Anhui People’s Society) and other regulations, and shall be organized by the Provincial Department of Natural Resources in a three-level and first-class general hospital, and the candidates shall take care of themselves.

The inspection work is completed by the recruiting unit. According to the post requirements, it takes various forms to fully understand and master the situation of the inspected object in terms of political thought, moral quality, ability and quality, law-abiding, honesty and self-discipline, job matching, etc., as well as the performance during the study and application, to verify whether the inspected object meets the prescribed qualification conditions for applying for the exam, whether the information and related materials provided for the exam are true and accurate, and whether it has the situation of avoiding the exam, and to provide objective and detailed organization inspection materials.

According to the spirit of the document "Implementation Opinions on Accelerating the Construction of Credit Supervision, Warning and Punishment Mechanism for People with Dishonesty" (Wan Ban Fa [2017] No.24), when organizing the inspection, we can get a deep understanding of the credit status of the object of inspection by means of working platform inquiry (inquiry platform: China Executive Information Open Network query column for people with dishonesty), individual conversations, interviews with the object of inspection, etc. If the object of inspection still belongs to the person with dishonesty at the end of the inspection, the inspection link will not be accepted.

If there is a vacancy in the qualified candidates for physical examination and inspection, they will be replenished in equal amount according to the interview results from high to low, and they will be replenished no more than twice. The list of persons to be employed is publicized and will not be replenished.

(6) Publicity and employment

The employing unit shall collectively study and determine the personnel to be hired based on the results of professional tests, physical examinations and inspections, and submit them to the party group of the Provincial Department of Natural Resources for research and decision after being audited by the Personnel Department of the Provincial Department of Natural Resources, and publicize them on the website of the Department for 7 days. If there is no objection to the publicity or the results do not affect the employment, the relevant materials shall be submitted to the Provincial Department of Human Resources and Social Security for approval.

If there is a contractual relationship between the proposed employee and the original employer, it shall terminate the contract with the original employer and provide a certificate of termination of the contract. The required materials shall be provided within 7 days after the end of the publicity. If it is not provided within the time limit, it shall be deemed as a waiver.

The new recruits shall implement the employment system, and shall sign an employment contract with the recruiting unit in accordance with the regulations, and implement a probation period, which is included in the employment contract period. Those who pass the probation period will be formally employed, and those who fail will be dismissed.
